POSITION TITLE: Chief Programs Officer
POSITION SUMMARY The Chief Programs Officer (CPO) reports to the President/Chief Executive Officer (CEO) and leads the direct service divisions of the agency. The CPO is responsible for program development, innovation, best practice, and client outcomes excellence in balance with productivity demands and financial sustainability.
The CPO serves as a central strategist, working closely with the senior management team to identify and articulate internal and external needs and opportunities in alignment with the organizational mission, vision, and master strategic plan. The CPO role is a high-visibility position and requires strong internal and external communication skills with the highest level of clinical acumen, integrity, accountability, transparency, and professionalism.
The CPO works cooperatively and synergistically with the Chief Operations Officer (COO) to ensure exceptional compliance with licensing rules, contractual and grant expectations, accreditation standards, and regulatory requirements.
ESSENTIAL FUNCTIONS
General
* Oversee, support, and empower the three direct service divisions of the agency: Residential Services, Child Welfare Services, and Family Preservation Services (including Medical Services) with emphasis on principles of best practice, risk prevention and management, accountability, quality assurance and improvement, responsible resource management, extreme collaboration, and measurable results.
* Maintain stringent conformance to all licensing, accreditation, and regulatory rules and standards. * Ensure consistent compliance with the performance expectations of all grants and contracts, including qualitative and quantitative outcomes.
* Provide guidance, expertise, and follow-up support for all programs to prevent violations and deficiencies.
* Work closely with the Chief Operations Officer to implement and sustain an effective client record keeping and data collection system for clinical work, client status tracking, monitoring document due dates, gauging staff productivity, and producing outcomes and analysis reports.
* Lead the process to identify, evaluate, and develop responses to public funding opportunities.
Work cooperatively with the Chief Advancement Officer to secure corporate and foundation funding, assuming responsibility for assuring applications are relevant and outcomes achievable.
* Assure program staff at all levels are engaged in and understand organizational culture as it pertains to agency mission, vision, values, and care for the clients and communities served.
* Participate in developing annual goals and objectives for all direct service programs to assure the focus is on enhancing quality, capacity, and sustainability in alignment with and support of the agency strategic plan. * Assist the CEO and COO in developing an annual scorecard of strategic plan progress. * Serve on the agency's senior leadership team and attend all board of directors meetings.
Community Engagement
* Serve as the consummate agency representative attending key meetings and venues at the local, county, and state level in coordination with the CEO, COO, and Directors.
* Establish strong external linkages to assure collaborative and systemic approaches to meeting client needs along with maximizing the leveraging of available resources in the community.
* Develop and maintain exceptional relationships with referral sources, contract agencies, current and potential community and regional partners, and other stakeholders. * Work collaboratively with internal and external resources in developing public relations and marketing strategies for programs and services including client referral cultivation, talent recruitment, staff retention, volunteer solicitation, and fundraising.
* Assume or delegate as appropriate public speaking and media opportunities on behalf of the programs, as requested by the Chief Advancement Officer or CEO.
Coaching and Staff Development
* Supervise, coach, evaluate, and inspire the Director of Residential Services, Director of Child Welfare Services, Director of Family Preservation Services, and Manager of Medical Services.
* Stay current with evidence based and promising practice trends. Foster a teaching and learning culture towards increasing professional capacity and assuring the agency has the best trained and most knowledgeable staff in the field.
* Work collaboratively with the COO and Director of Human Resources to identify and support staff training needs and events.
* Integrate cultural competency and social justice principles in all aspects of hiring decisions, professional development, and service delivery.
* Ensure compliance with all agency policies, procedures, and protocols. * Boost effective communication, cooperation, and collaboration within and across divisions and operational departments.
* Implement strategies to ameliorate Secondary Traumatic Stress in the workplace.
Financial
* Provide strong leadership in support of the annual budgeting and monthly financial reporting process.
* Exercise fiscal prudence in balance with service quality towards achieving a balanced budget for each program.
* Oversee a direct service utilization review process to ensure judicious consumption of agency resources.
* Work with the Chief Financial Officer and CEO to develop and maintain a visual dashboard system for units of service and productivity monitoring for each program.
Supplemental
* Work actively to help position the agency as the preeminent child welfare services provider with the West Michigan Partnership for Children.
* Other duties and projects of strategic importance as requested by the CEO.
QUALIFICATIONS
* Master's degree in a relevant field such as social work, psychology, counseling, health administration, or related discipline.
* Minimum five years of high level management experience in human and social services, preferably in some combination of child welfare, behavioral health, and children's residential treatment.
